 This is not a complete or exhaustive list by any means, but this list features villains that are either pre-approved (although you're free to roast them anyway) or where the eligibility roasting has won the mods over. This will be consistently updated, and is disambiguated by canon.  

If your character isn't on this list by the time eligibility roasting is over and/or you got here late, don't despair! This is just confirmed eligibility.
